Hank began hunting him after the events of Madness Combat 1, presumably because a bounty was placed on him. Much later, he returned in MADNESS: Project Nexus as a major antagonist, leading his own faction and ruling over a portion of Nexus City.
Due to the Sheriff activating an Improbability Drive in an attempt to stop Hank, the Sheriff could be considered the overall overarching antagonist of the Madness Combat series.
Personality
In the main series, the Sheriff is shown to be a complete coward, preferring to flee and let his minions attack Hank rather than fighting. He is also shown to be selfish, activating an Improbability Drive that irreparably warped reality just in a futile attempt to save himself.
In MADNESS: Project Nexus, he is shown to be significantly more competent, having a sense of confidence that was lacking in his first appearances. However, when push comes to shove, he is still a coward at heart, only choosing to fight when he has the advantage or after being left no other options. He also talks in southernisms, speaking like a stereotypical cowboy.

After being "given a second chance," Hank continued to pursue the Sheriff. When the Sheriff saw this, he activated the Improbability Drive to kill Hank. Like the previous episode, the Sheriff only reappears at the end. After killing all of the Sheriff's guards, Hank cornered the unarmed Sheriff in front of an elevator. However, Jesus once again snuck up behind Hank and stabbed him through the chest. This time however, Hank did not give up so easily. He shot Jesus with a shotgun, ran Jesus' sword into the Sheriff's chest, and blasted off the Sheriff's face with his shotgun just before he died.

MADNESS: Project Nexus
Left for dead and he only came back tougher. The Sheriff will watch over his people against any intrusion. If you're going to step to him, you'd better shoot to kill...or you may wake one night to find his revolver to your temple.
- Madness: Project Nexus 2 Kickstarter
The MADNESS: Project Nexus Kickstarter revealed that the Sheriff would be returning, having sewn his face back together and gained dangerous new skills. The concept art showcased that he appeared to take on a more cowboy-inspired look, wearing a ranger hat, spurred boots, a SWAT vest, and a holstered revolver.
In Story Mode, he serves as the main antagonist for the first few Sanford and Deimos missions. He is the leader of MERC, and serves under Nexus Core as a guardian of Nexus City.
He is first seen in the stage Road to Nexus City on top of the city's gate, where he is accompanied by two MERC Snipers. Although he does not attack Hank, he mocks him from atop a wall, remarking that he owes him a bullet for what he did to him back in Madness: Avenger. After the Mag Bandit breaks a hole in the gate he retreats into the city.
He is battled in The Station Fortress by Sanford and Deimos, where he fights them from across a gap while wearing heavy armor. After being damaged enough, he retreats and does not reappear until Sanford & Deimos reach the rooftops, where the pair must chase him down and corner him before fighting him once again. Unlike Hank, Sanford and Deimos do not kill him, and simply get him to unlock the transit network, which he agrees to. Before leaving, he warns the duo that even though he no longer has any more hostility towards them, MERC is enraged at them for the damage they've done to their numbers, and will be looking for revenge.
Later on, it's shown in flashbacks that he helped Jebediah Christoff in taking down Director Phobos. Originally being a simple mattress salesman, Sheriff was a longtime friend and ally of Christoff, and helped him secure the Industrial Sector as a powerful ally against the Nexus Core, as well as being a safe haven for the downfall of Nexus City.
He is not seen again until the game's post-credit scene, where he greets Dr. Christoff after he awakens from his fall off of the Science Tower. The two talk for a minute about what happened, only for the Employers to arrive and interrupt them. The Sheriff does not take part in the following conversation, but becomes playable after the cutscene ends.
Trivia
- Before Madness Combat 8: Inundation was released, many people believed that the Auditor would turn out to be the Sheriff revived, but Krinkels stated that this was not the case.
- The Sheriff and the Auditor are the only main characters that have never appeared in any non-canon episode.
- Krinkels has stated that Jesus and the Sheriff went to regular Hell when they died.
- When asked why the A.A.H.W. never revived the Sheriff, Krinkels replied that "the A.A.H.W. doesn't like or need the sheriff badly enough to make the effort of hauling him back. The A.A.H.W. was always an Auditor-run group, just a lot more transparently so after the sheriff died."
- According to Krinkels, when asked if Nevada has a government, he stated, "There's kind of a weird ancap thing going on in Nevada. The absence of police officers suggests the complete absence of a governing state, the Sheriff being a possible exception but I'm more compelled to believe his title as a leader is more of a parody of structure and he rules like a well organized warlord."
